BOARD MEETING MINUTES 

May 20, 2026 

 

 

CALL TO ORDER

The meeting opened at 7:00pm with the Pledge of Allegiance and roll call. 

 

ROLL CALL 

Attending board members included Julius Maes, Samantha Long, Jill Cinnamon, and Dave Mueller, Mayor.

 

April 2026 Board Minutes, April 2026 Treasurers’ Report, and May 2026 Invoices payable under consent agenda: 

Mandy made a comment that Village is now getting funds from the grocery tax. We will deposit it in the general account for now. NCICG has closed the Housing Grant account.  Motion to approve Jill Cinnamon, 2nd Julius Maes, roll call vote, all ayes.

 

COMMITTEE REPORTS o Water and Sewer – Sid Dev/Markus Chapman – Dave reported on the water and sewer for Markus. The Village is compliant with the EPA. There are 6 water meters left to install. A quote and discussion were given about new chemical equipment from Hawkins. Sam Long made a motion to approve new chemical equipment from Hawkins for $3100, 2nd Julius Maes, roll call vote, all ayes. 

  • Community Events & Building Permits – Samantha Long - Sam reported that she made preorder forms for Family Fun Day t-shirts. 26 vendors have signed up. The road around the park area might have to be blocked off for the vendors if the park is not ready.  o Garbage and Emergency Plan – Jill Cinnamon – There is nothing new to report. 

  • Streets – Steve Blades – Dave reported for Steve. The engineer came to look at the roads that need chipped and oiled. When received, the report will need to be signed and returned.  o Village Equipment – Julius Maes – Julius reported that the mower is running fine. He and Dave would like to see a second mower purchased for sewer plant. It would be kept there.  o Finance & Insurance - Dave Mueller – The end of the year finances seems to be in order. 

 

OLD BUSINESS o Shelter in the Park/Veteran’s Memorial/IDNR Park & Recreation Grant – Dave reported that there is standing water in the new pavilion. A drain will need to be installed. Rotting boards were found in the bandstand and will need to be fixed. 

 

ITEMS FOR DISCUSSION AND/OR ACTION  o Neponset Pride donation – Dave discussed that the village usually donated $250 to Neponset Pride for flowers that are planted around the businesses. Julius Maes made the motion to approve a $250 donation to Neponset Pride, 2nd Sam Long, motion carried. 

  • New sidewalk in front of Community Building 

Sam Long made the motion to rebuild the sidewalk from the Fire House to the Community Building for $5600, 2nd Jill Cinnamon, roll call vote, all ayes. 

  • Myer Station Retrofit Quote

Julius Maes made the motion to approve $7420.00 for the Meyer Station retrofit from Mississippi Valley Pump, 2nd Jill Cinnamon, roll call vote, all ayes. The sewer maintenance account will be charged for this.  o Return to Work Policy – 1st Reading – Amy read the return-to-work policy. A phone number needs fixed.  o Ordinances and Police – Jon Hornback reached out the real estate company for the owner of the property to get the grass mowed.  o Discussion of Cowling property – Dave reported that there was in individual who wanted to purchase the lot, but they are no longer interested. Dan will continue to mow the lot.  o Other items for discussion – Dave mentioned the Memorial Services Monday at the Community Building. Dave is looking into a 3 year long fix of standing water on the north side of town. The first year will cost about $12,000 to put in a lift station. It will cost about $10,000 for the 2nd and 3rd years to do work toward 4th St. Amy and Karen will be investigating and fixing some back tax issues.
